Holder of Document: State Forestry Enterprise. The waybill is issued in four copies. The first copy remains with the sender, the second - in the final warehouse, the third and fourth are given to the driver (if the transport is hired) or left in the accounting department (if the transport is owned). The third copy is added to the travel document and is the basis for accounting for transport work for the driver's salary, and the fourth is added to the report on the movement of timber products. 

Signature required by:
The waybill contains a QR code, which indicates all the bar codes of the loaded logs. This helps to avoid recurrence the use of the same transport documents for several loads. In the database of the system, a branch register is formed, using which the employees of the State Forest Guard can quickly establish the place of harvesting and the legal grounds for harvesting wood, as well as control its movement from the felling to the final destination consumer.

Key considerations when checking the doc:
On the website open.ukrforest.com, you can check the legality of transporting wood products according to three criteria:

by car number;

by waybill number (TTN);

by log plastic tag number.

When checking the documentation for the transportation of wood on a vehicle (waybill - TTN), attention should be paid to:

Number and date of the waybill;

number and date of the order on the basis of which it was issued; the number and date of the power of attorney under which the forest products are received, or the number and date of the incoming cash order;

make and number of the car from which organization and the name of the driver; the name of the organization or the name of the recipient;

is the document signed with the correct date, signatures and positions of persons who handed over and accepted timber products?

What area and forest type does the permit include?

Purpose and content of document:
The waybill is issued for each transportation of wood and wood products. The removal (transportation) of forest products from forest is documented by a specialized waybill called TTN-forest which used by the state forestry enterprises (see the example below), while other forestry enterprises (some communal forestry enterprises which didn’t finalize yet introducing electronic accounting of wood (Unified state system of electronic accounting of wood) continue to use the standard form No. 1-TN approved by the order of the Ministry of Transport of Ukraine dated December 29, 1995. 488/346 A waybill TTN is issued for each trip of a car or other form of transport. When exporting commercial wood, the following are indicated: species, assortments, grade, length, diameter in the upper section, number of pieces, volume in cubic meters. When removing whips it is indicated: species, number of pieces, length, volume in cubic meters. When exporting firewood, the following are indicated: the species, the number of cubic meters. The waybill contains the following details: number; date; the number and date of the order on the basis of which it was issued; the number and date of the power of attorney under which forest products are received, or the number and date of the incoming cash order; make and number of the car from which organization and the name of the driver; the name of the organization or the name of the recipient; signatures and positions of the persons who handed over and accepted the timber products (legible). The specified forms are used both for transportation within the enterprise (lower warehouses, wood processing shops and other divisions), and for the sale of wood products to the buyer. When selling timber products, the "Specification-bill of lading for shipment of timber products" (LH-25 form) is added to the waybill. It contains quantitative, qualitative and geometric characteristics of forest products: assortment; species; sort; length; diameter by degrees of thickness, indicating the number of logs and cubic meters. The term for removal of all timber products from the forest expires on April 1 of the following year after the logging ticket is issued. Specification (detailed description – species, assortments, diameters, length for the state FMEs called Form-ЛГ 25) for each document (waybill TTN, etc.), in which the volumes are listed by diameters and lengths with an indication of the species.

Evidence limitations and weaknesses:
Since there are cases when the same waybill is used a few times for transportation of wood of both legal and illegal origin such violations can be checked only in the field conditions, otherwise, it is easily falsified.
