Forest Management Plan

Forest management plan are approved by order of the territorial body of the State Forestry Agency and are valid until the date of cancellation of the order on their approval (except for planning and cartographic materials of forest management, which will continue to be used to confirm the right of permanent use by state forestry enterprises of land plots designated for forestry in accordance with the Forest Code of Ukraine). The order on the approval of forest management materials is canceled by order of the territorial body of the State Forestry Agency after the expiration of the 15-year period from the date of approval of the basic forest management materials or upon approval of the basic forest management materials for a new project period.
After the review of forest management plan the territorial bodies of the State Forestry Agency submit the forest management plan and the minutes of the forest management meetings for approval by the Ministry of Environment through electronic interaction of the executive authorities in electronic form.
The minutes of the forest management meeting are approved by the signature of the head of the territorial body of the State Forestry Agency and certified by a seal. Remarks and suggestions regarding forest management materials are attached to the protocol.
Key considerations when checking the doc:
The plan will be valid for a specific period after Approval. Check if the plan is approved and within the valid period
Check if the growth rate is estimated justifiably and the planned harvest volume (Annual Allowable Cut by species) does not surpass the estimated growth rate.
Compare with annual harvest quota approved by forest authority to check that there is no significant discrepancy in harvest volume.
Check if it includes all legally required elements, such as forest resources status quo, growth rate, planned harvest volume, regeneration plan, biodiversity protection, forest fire-prevention, pest and disease control?
Is the species to be harvested within the management plan, the same as in the harvest permit (if available)?
Are there any rare and endangered species of flora and fauna mentioned, protected forests/areas, protection zones for the preservation of biodiversity in forests? If applicable, are there any protective measures to the protected area?
Purpose and content of document:
Forest Management Plan is developed in accordance with the legal acts regulating forest management organisation. It’s a detailed document defining the work of the forest user (FME) for the next ten years (revision period). Forest Management Plan included the following materials: explanatory note to the Project on organization and development of forestry; biometric descriptions of forests; notification of the determination of the estimated forest cut for the project period in the event that forest management materials are used for felling for main use; funds for felling, reforestation, afforestation, forest plots and non-forest lands that are not subject to afforestation, information on planned forestry measures; planning and cartographic materials on paper and electronic media, produced on an updated cartographic basis in digital form as sets of thematic geospatial data; State Forest Cadaster forms; materials for the division of forests into categories and the selection of specially protected forest areas; conclusions on the belonging of a specific forest area or its parts to primeval forests, quasi-primal forests or natural forests and identification forms of primeval forests, quasi-primal forests and natural forests; conclusions on taking into account the results of zoological, botanical and geobotanical research; minutes of forest management meetings; tables for taking into account suggestions and comments; substantiation of estimated forest cuts.
